Shawn, 

Please don't generalize ethnic, racial backgrounds. The gas station clerks could have been chinese, middle eastern, south american. It is unfortunate that the gas station clerks don't know the laws. I would agree that if someone who has a business, should know the laws, but this is in an ideal world. 

Were these gas stations major chains or privately owned? If they were chain stations, then you could call the coperate office and file a complaint. If they are privately owned, then it would be a little harder to file a complaint.
