 One of the issues here is that places of public acommodation are unaware of 
how a service animal should behave and the rights places of public 
accommodation have in such cases. The regulations contained in 28 CFR Parts 
35 & 36 clearly state that the dog must be on a harness, leash, or other 
tether unless doing so would interfere with the work or tasks the dog was 
trained to perform. It also states that the individual may be asked to 
remove the dog from the premises if it is out of control and the owner does 
not take effective action to control the dog. Perhaps a good plan of action 
would be to advise the entity of their rights under the ADA and give them a 
copy of the attached regulations.
