One further ore on this.

Dogs are very resilient.

There are a couple things to keep in mind here:

First, the correction in this case is delivered, not by the handler, but rather by the driver of the car. In the dog's mind, the consequence of getting too close to the moving vehicle is external to the handler and belongs to the thing he got too close to. It's certainly more humane then hitting the dog's nose with the car. The dog eventually associates getting too close to a car with something mildly unpleasant. For a similar example, see early Seeing Eye histories, where the example is given of throwing a noisy rattly can of rocks at a dog's feet to stop him from chasing chickens. 

As with all aspects of training, I expect this has to be balanced with lots of other things in order to not overwhelm the dog or compromise his confidence. However, I don't believe that such a method would erode any confidence, but rather gives the dog a sense that traffic is something that requires caution. In the TSE traffic lecture, we are told that dogs are taught to respect traffic, but also to be a little afraid of it. Fear is not a bad thing. Fear is a natural, healthy reaction that can keep us all alive.
