[nagdu] Staff cuts at guide dog schools

The seeing Eye may have had to do staffing cuts because of economic constraints. However, GDB had staffing cuts as well and they still say that they have no economic reason as to why they did it. They say that they did it to be more client driven. Therefore, it causes all this confusion as to why things happened. As for the seeing Eye graduates, I am glad that TSE gave you guys an explanation.
