How do they determine if a trainer is trained?  I mean there aren't any
government rules about what makes a guide dog trainer, well except for
California.  So, I'm wondering what the criteria are that makes a person a
guide dog trainer?

Oh, in reading this post that was quoted from mine, I meant to say that in
home turn overs the school is contracting with trainers who are trained but
currently not employed by a school. Really I should check for typos.
