Yes, let me chime in as well.
I am on my second guide dog and he nor my first were ever left
outdoors unless someone was outside and the dog was tied up ( I don't
live in a place with a fence). So, the dog is given some freedom with
a long leash. I totally agree with you Julie P, these dogs are too
valuable in more ways than one to leave them unsupervised in a non
controled setting (no fence).
In regards to play, I have a dog park which is large enough and fenced
so my dog can get his  release of energy. If needed, I have a 25 ft
flexi leash for him as well.
