[nagdu] Car hits blind pedestrian in Rutland

I am not so sure that this was an indictment against the blind guy. I just felt that the police sergeant was saying that anyone crossing these streets must be careful because sighted guys aren't paying attention when they drive. I suppose you could read between the lines on it. No matter because the blind individual was where he should have been.
