Howard,
I think the dog in question is a RETIRED or retiring guide and the medical 
things mentioned in your post don't apply.  But it can help if the new guide 
would have the free care but the retired one will have to be paid for.

While I feel for the guy in the story, it is a reality that many of us must 
rehome retired dogs when we get new guides.  It is my reality.  I will have 
to rehome Landon when he retires.  I can only afford to properly care for 
one dog.  I have no other animal pets - my guide is my working guide and 
pet.

Here in CA, if we are low income on SSDI, SSI, or a couple other public 
assistance programs, we get a monthly payment from the State of $50.00 to 
help with guide dog care.  Many vets will give a discount to service dog 
users.

It was nice that this man got public help, but we really shouldn't rely on 
the public to help us keep two dogs - one retired and one working.  My 
understanding of the article is that the man is retiring the dog and will be 
training with a new dog and wants to keep both.
