[nagdu] nagdu's resolution about gdb

Passing a resolution means that it becomes directions or intent of support 
or a guide  on how NAGDU moves forward.  Passing this resolution about GDB 
means that going forward NAGDU will work toward this goal and not put in 
effort towards actions that would contradict it.

Of course GDB is it's own organization and they can choose to not work with 
NAGDU or work with us and still not achieve what's in the resolution.  the 
resolution is meant to help NAGDU identify priorities and is a way for the 
membership to  have their voice heard, and ensures that the whole membership 
is working toward identified common goals under the leadership of the NAGDU 
board.
