Cody,
You've gotten some good advice. Along with Marsha's suggestion of getting the landlord to put his refusal in writing, you can and should write him a letter saying"As we discussed on (fill in date) you told me I could no longer live here with my guide dog".
You want to send this letter to him certified mail so that he must sign for it and you get a recept of his recieval.
I wouldn't say in your letter that you plan to move, just state what your take of the discussion was and send him a hard copy letter making sure that you get a recept on it so he can't play the "I never got it" card.

As for whether or not you want to move, that is a question only you can answer.

I think the New York City Human Rights Commission might be able to help.

It's my understanding that finding an affordable apartment in the City is
extremely difficult, so a person might want to hang on to what he's got.
