no not to my knowledge I have tried to find something on this but it just 
does not exist.  The problem again is finding them and if they do not ask 
for help there is no way of finding them unless I suppose someone can go to 
shelters and try to identify them.  I have been told by shelter personnel 
that even if someone is legally blind they don't want anyone to know it if 
they can get away with it because they do not want to make themselves a 
target of violence.  I know there are disabled people in that situation 
because a friend of mine is a lawyer with legal aid and she see them in her 
office often looking for help.
