Cheryl,  Leye isn't in the United States.  Things are quite a bit different
in other countries.  I don't think many teach handlers to pick up after
their dog at all.  Some of the overseas programs don't even teach leash
relieving.  Some use aJulie is spot on. In Paris, pet dogs are allowed to go
potty on the sidewalk and the handlers don't pick up. 
 specific pen and others let the dog off leash to 
wander about and pick where ever they want to go.   There aren't the same 
expectations of blind people as is more common here. I find it really
interesting how guide dog programs differ in various countries.

Cheryl Echevarria here. I am not sure which guide dog school you graduated
from, but the Guide Dog Foundation of the Blind, Smithtown, NY. Where I
graduated from with my dog Maxx back in 2007.
We were taught only to take our dogs on concrete or the street, it helps
especially at conventions and other places where they don't have a grassy
area. Maxx will go in almost any place if he has to go bad enough.
Especially on cruise ships, since on the ships they need a relief box, or in
some places they do not allow dogs to go on the grass.
I am not sure since I only had one experience at one school to know if the
other schools do this.
I think it is the right thing to do, especially if there is any reason why
the dog cannot go on the grass.
Lets face it out dogs for those that go to state or national conventions
they really don't like those boxes, and many dogs have accidents in the
hotels, etc.
Where if they just curbed there dog there wouldn't be a problem.
