Hi Mardi.
I'm so sorry to hear this, and disgusted that no one is taking it
seriously.  The owners of the loose dog should be paying Lady's vet bills,
since their dog caused the problem.   Isn't Republican ARizona big into
"personal responsibility", or is that just for other people?
