Daryl,

Well, it wouldn't be a service dog in that case, but more like a therapy 
dog or some such. In some places, dogs that engage in such programs need 
to have some sort of licensing based on behavioral standards, which may 
be what your mother is talking about. There's a lot of confusion about 
terminology involving various specialty functions, so maybe your mother 
doesn't know the difference between what she wants to do with her dog 
and what a service dog does?

The confusion is multiplied by the articles complaining about the 
problem of ignorance about service dogs, so what can anyone expect? Best 
you can do is educate about the differences and hope for the best...
