[nagdu] Retired Guides; Do the same access laws apply?

I'm also someone who is currently working 2 dogs.  Laveau does about 10-20 percent and Soleil does the rest. 
I think this pattern ov working 2 dogs— not at once but working one sometimes and the other other times is more common with Owner Trainers but I'm sure people with program dogs have done it also.
