That's a good idea.

How about "when may an entity not ask if the dog is a service dog?" The 
answer being (I'm paraphrasing) when it is apparent that the handler is 
disabled and that the dog is trained to do work related to the handler's 
disability, as a blind person with a guide dog, a deaf person with a 
hearing alert dog, or a person in a wheelchair with a retrieval dog.

Another might be, "Is it legal to ask a service handler for 
identification, proof of certification or other papers?"

Hm... Can't think of anything right now others haven't already covered.
