Cindy,

I think a lot depends on the body language or other cues from the 
handler. When I'm giving Mitzi permission to sniff, I move the hand 
that's holding the leash in a giving gesture, even if I don't say 
anything. I might also say, "You can sniff now," or some such in a happy 
tone. Or I will click and/or praise if the sniff is a specific reward. I 
find if I let her have her sniffs near home while we're starting out, 
she can get it out of her system and settle into good work, so I give 
her permission at certain places so as to have less hassle later on. If 
she keeps being too sniffy when I'm not giving permission, then I use 
"leave it! forward!" or start doing time outs to remind her what she's 
about. We're having spring sniff fest, though she seems to be getting 
past it. Whew!
