[nagdu] Dog distraction question?

Hi!

Have a quick doggie distraction question for you.

When Jenny sees a dog in the distance, she can get interested in going to say hello.  She is not out of control, but just mildly interested and tail-waggy.
This only seems to happen if the dog is at a distance from her (doesn't have to be much of one).  Now, if a dog gets right up in her face, say runs up to greet her, tries to say hello to her, sniffs her, whatever, she will completely, utterly ignore it.
Has anyone seen this?  I encourage the behavior of ignoring the other doggies, and it in turn seems to mute the overall doggie excitement (unless she's at a park).  I was just more curious than anything else.
