[nagdu] licensing guides

You didn't know because it isn't well enforced unless your dog gets loose. I neer did either until this one. Then were getting stricter here because three cities need to develop a better animal control system. So each April I license them. There was a discount for Fisher the first year; none after that, but really, why should get the licensing free anyway.
