[nagdu] licensing guides

In San Diego, we get licenses from Animal Control which is next door to the 
Humane Society I work out of.  Animal Control needs a Rabies Certificate you 
either get from the school when you get your dog or your vet.  You have to 
show them the ID from the school to "prove" it is a service dog and you get 
the license for free.  Also, here, they have a California Service Dog Tag. 
This is NOT mandatory!  I usually get one for my dogs because it can tell a 
police officer or animal cop that it is a service dog at a glance if the dog 
shoould become seperated from you and it is found wandering the streets. 
That way it is easy to find you to return the dog to you.  This is my choice 
only to get this tag - and repeat - not mandatory in the State of 
California.
