The applicant doesn't need to go through the application process again, it's only for first time owners. If I'll go through SRF for my second dog I don't need to apply since I already have a dispotion right.

If the dog doesn't work out the instructors reconsider which dog the applicant needs I think, but I've never heard it happened. All my friends matchees have been successful so far.
