[nagdu] Dog ownership in other areas of the world

Hi Tracy,

Sorry I'm replying so late.
Well, if a owner has to give his guide dog back, it would always go back to 
the school and never to the health insurance company because you're 
completely right, they are not interested in the dog as a living creature. 
The health insurance pays money to the school and is the formal owner until 
the dog retires. But aftercare or more training or problems that occur are 
always done/solved by the guide dog school. The health insurance only gives 
the money to pay for the school's work.
