Hi Rebecca,

right now I only know of one company who gives ownership to the handler. 
This happens automatically after graduation if you are insured with this 
company. So before you decide to get a guide dog you could theoretically get 
insured with them and then start the whole process.

The whole procedure is different here, so I have to explain a little further 
I think:
When you want to apply for a guide dog you need a prescription from your eye 
specialist and a cost estimate from the guide dog school you have previously 
chosen. You send those to your health insurance company, together with a 
statement why you need a guide dog. Then, sadly enough, the normal reaction 
is to deny you. After that, for  a lot of German guide dog applicants, a 
nerve-wrecking procedure starts in which you have to send objections with 
more reasons and exerpts from laws that state you have the right to get a 
guide dog... Some health insurance companies give in quite quickly when they 
notice you are well-informed and determined but others don't. So some people 
have to go to court to fight for their right. In the end, if the company has 
agreed to pay for a guide dog, the training with the owner begins and after 
graduation, the dog is no longer owned by the school but by the HI company 
or in this one case I know, health insurance gives ownership to the handler.
