[nagdu] funny service animal laws

I travel quite a bit so try to read the service animal legislation in
any state where I will spend some time.  I recently went to
Pennsylvania so read the law.  I am sorry people from the great state
of PA but I had a good laugh at your law.  I think most PA laws are
written in a similar fashion but it is funny.
