[nagdu] The membership has spoken, and I am disappointed

At present a number of guide dog schools do not automatically transfer
ownership to the consumer. Five schools do. The others range from a waiting
period to not at all.

Nothing changes with this resolution. The discussion will continue.

  So now I?m confused: what does this mean for you guys with Guide dogs? 
That the dog is yours, or the schools? and upon the dog's retiring? Can you
guys still keep the dog even though it belongs to the school?
