Ditto, Buddy.  I am a Seeing Eye graduate.  I happen to know of some abuse
and neglect cases Seeing Eye did investigate but then called animal control
and the dogs were taken by animal control.  Also, remember, the schools do
not have to accept a person back for another dog.

Your argument of concern for the well-being of the dogs doesn't make sense
to me. How does a conditional ownership, or *no* ownership, protect the
dog? How is a dog *less* protected by schools who transfer ownership
directly to the handler? The often referenced Inky case, of course, is what
Leader gives as its reason, or did in the past; yet, how long did that guy
have Inky before he kicked Inky to death in a drunken rage? It seems to me
that urging more thorough screening processes would be more likely to lead
to better homes for the dogs. Moreover, there are already, at least in most
places in the US, already legal recourse to have dogs removed from unsafe
or abusive homes. Why do we need another one? More to the point, why do we
need an *extra* one? Are blind people that much more likely to be abusive
to their dogs? 

Again, let me stress that I don't believe most programs are in the business
of capriciously removing dogs from their handlers. Let me also say that,
yes, I absolutely agree that there are people who have no business having
custody of, much less owning, a guide dog. But neither of those things
makes it right for the schools to be able to remove a dog at its sole and
absolute discretion for any reason. Just because this may not happen now,
the opportunity for it to happen shouldn't even exist at all.
