There needs to be a focus on people faking disabilities.   It is the 
disabled person who has the right to be accompanied by a service dog.  If 
the person isn't disabled, then they have no right to be accompanied  in 
public by any dog, trained or not.  Dogs don't fake it, people do. I think 
Florida's new law is an excellent starting place.
