Not a bad idea, and finding someone who is neutral as a 3rd party will be
difficult...very difficult.

Someone suggested we come up with a resolution calling for due process when
a dog is removed.  That seems like something most people could agree on.

I'm not sure who the third party arbiter should be, but there should be some
way for the person who's dog is being repossessed to state their case, and
have it judged by an independent person.
