I haven't heard of that exact instance, but I've heard of the practice. 
The "prescription" is the word used when it comes to medical/emotional 
support dogs for housing. Say, if the dog lowers blood pressure by its 
mere existence, something that has been documented for decades. I'm 
never sure if that is a therapy dog or something else? Same idea as an 
ESA, only for a physical illness. I guess it would be like a 
"prescription" for a jacuzzi for a back injury for insurance purposes. 
Well, I saw it used that way long ago in workers' comp cases. So the 
word "presecription" is used for other types of medical equipment 
besides drugs or some of the obvious things. It's the doctor's way of 
stating that a thing is required to improve the patient's health. Some 
doctors use them more loosely than others. A doctor's prescription has 
nothing to do with service dogs, unless it may be through a program that 
requires some sort of documentation of disability. But it's nothing to 
do with public access, either way, just housing and other specific 
arenas where ESAs are allowed.
