Pam,

In Sweden, they train very few German Shepherds and they say that it's because they've difficulties to find good puppies. The German Shepherd has become more unstable mentally than before. However, we don't have a breeding program here so it's even hard to find good Labrador puppies. Of all the dogs who're seen as good guide dog material as puppies only between 20 and 30 percent qualify as guide dogs.
