I think you hit the nail on the head with your first sentence:

This is exactly what I was trying to point out yesterday. I never said or 
thought it's a great thing that European guide dogs are trained to relieve 
off leash and that we aren't taught to pick up after them. It's just the way 
it goes over here. That's the only thing I tried to say. Plus, I want to 
learn how to pick up because I also think it's useful. I'm thankful for some 
great replies, like Tracy's description of how to pick up and Julie's 
explanation of how to get your dog used to relieving on-leash.

Yes, here in Germany the dogs are also taught to relieve only on grass. 
Taylor would do his business in the middle of a meadow if there were no 
bushes around but he definitely has this favour as your pup had. ;-)
