[nagdu] Free running (was: Pickup The Poop)

hi there.
ok, i understand this.  but, here is my question…what if, your dog does not come back?  all it takes is once that your dog does not listen to you.
sometimes, we give our dog a command and, they do not obey.
and, of course, i realize that you do not free run your dog in the middle of a city.  what i was meaning is, if your dog is only relieved off leash then, what happens if you are working in the city?  shopping? etc.  you can not just let him free.
