[nagdu] Licensure of Guide Dog Instructors

I am a graduate of The Seeing Eye, and I love in Iowa, and I lived in Kansas
when I received my first dog. A number of times n instructor has been
required to come visit with me to iron out some wrinkles in the person/dog
team of which I was the primary member. The instructors who came came as
available and with my consent. I knew the person was coming and I knew who
it was. I knew why that individual was coming. I should think it would be
enough for the instructors to have an identification from the school to
verify that they are, in fact, from there, or maybe a letter from the
president if it is a concern. Why would I as a Californian need to be
protected from the instructors coming from a specific school. For best
efficiency it would seem that they would all need to be licensed in
California. If a heart specialist is called in on a case to California to
help someone with a serious heart condition, and it has been determined by
the patient and his doctor that this person would be an important part of
the team, does that doctor have to take the time to become licensed in
California? If a lawyer comes to California to work on a special case that
she is familiar with, does she have to take the bar to practice law in
California? Maybe there is a lot I don't understand about licensure, and
maybe a lot of states are requiring guide dog schools to have their
instructors licensed in their states, but this would be the first I have
ever heard of it.
