[nagdu] Blind woman ordered to give up guide dog after it bites 3 strangers

Wow, what an awful situation.  Part of a dog's ability to be a service dog means that she or he can handle people in public. No, people should not touch the dog, but they will.  The dog needs to handle that in an appropriate way.  If the dog is biting, it tells me that it is very stressed and is feeling either nervous or protective when out in public.  It should be immediately retired and should have after the first time.  
I know people have asked why the program isn't involved and I'm not sure why it would need to be, if the dog was indeed trained by a program.  Sounds like the authorities are handling it in an appropriate way. 
This is a bad situation and I feel for everyone involved
