Hi Tom.
No, dogs in training do not have the same access as fully-trained service
dogs, because it is the disabled person who has the access right to be
accompanied by a dog trained to help him or her. A dog in training is not
actually helping a disabled person, and a business can keep it out or let
it in on their whim.
