Yes, that is true of a person with a disability (which you are) accompanied
by an individually trained (whether by a program or by a private trainer or
by an owner-trainer) service animal (dog or miniature horse.) However, your
right to access places of public accommodation which have "no pets" policies
with a puppy-in-training is not guaranteed by the Federal law (the ADA), so
if you want to take a puppy into public places which have "no pets"
policies, you must check your state laws regarding persons with disabilities
and service animals. But even if you live in a state that does not offer
this privilege to persons who are training service animals (whether the
trainer has a disability or not), you can still take your pup-in-training
into public places that have "no pets" policies if you make arrangements
with the owner/manager of the place. And there are lots of places where pets
are allowed where you can take a puppy-in-training when the pup is ready for
such experiences.

Update: I talked on phone, with someone with the ADA branch in Rockville, MD
(The county seat of my house) and she confirmed:

Any dog I have, trained to help me (including trained by me) who is an
assistance animal for me, who has a disability (I am legally blind)

would therefore be allowed in any public place, per ADA?
