David, I think she means person who drive to get money for drugs, are
looking for dates, ahem, those not wishing to serve, but use the passenger
to fulfil there own habits or selfish needs. 

But mainly I am talking about drug users driving to get money. Back in the
day before drug testing where I used to live, we had many impaired cab
drivers. Linx for example made no bones about being stoned all the time
while driving. Big Foot enjoyed the bar very much. Forgot the name of the
one guy who creeped me out, but he wanted an easy person to have sex with.
All three were fired after they enlisted drug testing at the cab company.
