While I was on class with LD Sequoia, Once ( Pronounced own say ) provided an interpreter for the students from Spain and the students were under the training of Spanish Speaking trainers.The Israeli students spoke fluent English when I was on class with LD Patriot.

Hi Lisa, I know that The Seeing Eye accepts students from Canada.
I thought at one time they accepted students from Israel, too,
but I'm not sure about that. One of the things that could be a
barrier would be language. As you know from your own training,
instructions are often detailed. So either the person would have
to speak and understand English well, or might have to bring an
interpreter. I guess you'd have to ask around. Peace,
