It's not a matter of *trumping*, but rather the lesser restrictive law
applies.  In this case, the patch is most likely a form of registration
which is not illegal under the ADA, whereas requiring certification as a
condition for access, is.  From what I am reading, this is voluntary to
register one's service dog.

Yes it would but most businesses are not aware of the ADA.  I am just
concerned it will make life more complicated in MI.
