[NAGDU] Access for guide dogs in training

My reading of state laws, when i did so, suggests that pups in training *are* allowed to accompany trainers. I have not received any sort of official answer on this, however, and I'm not even sure who I'd ask. Fortunately for me, I've never had any trouble with access while accompanied by my dog while she was in training. We'll put aside for the moment that the line between "trained" and "in training" can be quite slippery. In any case, I would have happily left anywhere that objected, since again, not being a lawyer, I'm not entirely sure where I stand legally, since I'm not a certified training organization or certified trainer, but am a person with a disability.

Our pup in training has been to grocery stores, restaurants, trains, airports, plays, church, etc. both in PA and NJ (we always ask permission first if taking her to NJ). How else is a dog in training going to learn about the world that may one day be theirs if they aren't allowed to visit it.

For another, if the dog had access rights, it wouldn't matter whether the handler were disabled or not. Except that it does. Finally, getting who has the rights here correct helps the discussion surrounding access rights, not only in regard to "fake" service dogs, though that's a currently hot button issue.
