Adding to what Daryl said, different people have different ideas about when
the dog shouldn't come along, and that's fine.  In fact, I have different
ideas, depending on the dog I have, among lots of other variables.
For instance, I didn't think twice about taking my old dog to a neighbor's
party where she had food set out on low tables, but I would seriously think
about leaving my young dog home in the same circumstances, as I might find
myself spending more time on controlling him than enjoying myself
socializing.  But, if the same party required a bus or subway trip, I'd
probably take him.
In college, I always took my dog everywhere all the time, but everywhere I
needed to go required crossing busy streets or parking lots, or taking a
bus.  Now, sometimes, if I feel circumstances warrant, I'll leave the big
guy home.  The main thing is if we're going to a dinner dance.  I want to
jump up and dance, without worrying that my dog has also jumped up and is
cleaning off the table, or getting stepped on.

A guide dog is supposed to enhance your life. Not all places are appropriate
for guide dogs, and it's up to a responsible Handler to understand when and
where those situations are. Occasionally leaving your dog at home is not a
bad thing, but it will become a problem if you end up leaving your dog more
often than taking him or her. Ultimately, it was decided that this
particular environment was not appropriate to take her dog
