Dale, I think you put this well. And yes, I agree that to leave the dog more
often than not is to potentially create a problem. I like how you put this.

A guide dog is supposed to enhance your life. Not all places are appropriate
for guide dogs, and it's up to a responsible Handler to understand when and
where those situations are. Occasionally leaving your dog at home is not a
bad thing, but it will become a problem if you end up leaving your dog more
often than taking him or her. Ultimately, it was decided that this
particular environment was not appropriate to take her dog
