	Likewise and on the other hand, since this is, I believe, a grocery store and, as you rightly state, it is between the store owner and the Health Department, the store owner could be compromising the his assets by risking fines from the health department and/or other sanctions, such as suspension of their right to operate. Health department regulations are in place for public safety and it might not be a bad idea to remind the store owner of this fact, depending upon how stable that relationship is. If Julie's son is employed and the shop is shut down, he would then lose his wages. If, on the other hand, he does not have a good relationship with the owner, the owner may tell him to take a hike!

Well, the issue is between the owner and the health department and doesn't involve her son.  If the boss says don't stop pets from entering, then he needs to stay out of it.
