You're right, Marion.  If the young man is conscientious, it creates a 
dilemma for him.  I also wonder if the owner would deny he ever told the 
guy to let everyone in in the event of a violation.  If the dogs behave, 
are kept out of carts, and no one complains, I think it is likely a moot 
point, though.  I'd opt for Julie's son to let the owner call the shots, 
especially if he needs the job.  If he digs up the regs and lets the 
owner know about them, the owner is liable to begin to look at him as a 
troublemaker.  Owners can be funny that way.
