It does help if the people being sniffed don't encourage it. Maybe you 
could ask some of those folks at church that she especially likes to 
sniff to be very disapproving when they tell you she's sniffing them? Or 
you could maybe ask people she especially likes to sniff to let you know 
they're there before you're close enough, so you can be ahead of the 
game. Then when she remembers not to sniff them, you know to praise her, 
and they can be approving, too. I know it sounds a little silly, but for 
social dogs, the smiles or frowns of their adoring public can add impact 
to what you're working on. Or detract from it, if they're all smiles and 
coos while you're trying to convince your dog that what she's doing is 
*not* cute. Sigh.

I use the gentle leader to give me a clue what Loki's nose is doing and 
will use a light to moderate pull on it to redirect his nose if my 
verbal reminder doesn't work immediately. If he continues to sniff, I 
use my mean mom voice to repreat "leave it." If continues, I use my hand 
by or on his muzzle to physically move the nose back to where it should 
be, as I think you mentioned doing. For him, that counts as negative 
reinforcement, so I only use it when he has a sniffing trend going, and 
that seems to get him back on track and good as gold. By now, his 
*really* stubborn sniffing happens when we're walking by the dog and cat 
food section, so I sometimes have to time out or turn around and walk 
past it again. He's a lot better by now and even passed the food without 
trying to stop and sniff last time, so I was kinda lost because I didn't 
know we had passed it. /lol/ When I know we have passed something or 
someone he could have sniffed but didn't, I praise him mightily and 
occasionally add treats to reward his goodness.

He's made a lot of improvement, with a jump in maturity to help, so 
that's nice. Most people he just passes by, although dog scent on pants 
is really tempting. After a period of being really good in a somewhat 
crowded store, he finally gave in and sniffed a couple of people who 
giggled and cooed, so then he backslid for a bit until I convinced him 
otherwise. I have a feeling that with this one, the friendliness is 
going to be something I'll have to watch out for for the duration. He's 
really very close to being where I want him to be, independently keeping 
himself to himself most of the time. Whew!

Anyway, those are the low-energy, low-stress methods I use with my 
friendly fellow. One has to be really on the ball until the dog really 
learns the lesson, and it's fairly exhausting. Eventually, though, a 
body can relax and just go with the dog in crowds, so it's worth the 
extra work up front. Sniffing is self-rewarding, so it does take some 
time and consistency.
