[NAGDU] Seeing Eye application process

I think it depends on the road, if it's a problem or not.  If it's a road
with no shoulder to walk on, so you're walking in traffic, that would be a
problem, but, if there's a shoulder to walk on, that's OK.  Or if there's
a place to get out of the road when a car is coming, that's OK, too.
