Seeing Eye does not spade or neuter normally until the dog comes back to the school. Then they do medical then evaluate to see if they would be a good breeder. So, A year and a half at the minimum. 

Females can get a leaking problem if they are spade to early as the schools found out, ahem.

I really don't think the schools spay/neuter *that* early, mostly in case some dog is a breeding prospect. I didn't spay Hilde until she was 11 months old.
