Both federal and state laws use the term service animal, despite some 
specifying that a service animal may only be a dog or a miniature 
horse.  Some state laws are not as restrictive.  For legal purposes, the 
term service animal is the appropriate term. It can then be defined as 
you or your bill's sponsor may wish.
