Dar,

Think of how swaddling a baby worked to comfort a crying baby.  The 
constriction is similar in feeling to the time in the womb.

My vet suggested that you find someone that already has a Thundershirt 
and ask to borrow it before committing to the purchase.  She said that 
for some dogs it works and for others it does. She also said that some 
dogs become more sensitive to thunderstorms and such more as they age.

I do not know if that is an issue for Elise is guide dog, who originally 
posted the question or not.
