[NAGDU] traveling to Ireland

This past week the question of traveling to Ireland with a guide dog was
discussed. I thought all y'all might want to read about the latest rules as
the regulations have changed. For example, since the United States is
considered a rabies controlled country a rabies titer test is no longer
required. There are other regulations, however, but it is nice to see that
